It's a book, it was in morrowind and oblivion and now it's a meme, there's even a volume 2 in skyrim.

It's Basicly a badly written fanfiction. Funny shit.

You should find them and read them, the argonian is named Lifts-Her-Tail and you can find a copy of the first volume in both the mage college library and winterholds jarls house (it may be windhelm's jarl's house) and the second volume can be found in one of the breweries outside whiterun
