Speaking as the son of a seamstress, I can say with absolute confidence that if you make it yourself, the cost could be as low as thirty-five bucks. It just depends on how finicky you are about the materials, and what kind of sales you happen to find.

I unfortunately have no artistic skills on anything in three dimensions. So making it myself is waaay out of the question.

I think I got all that...but I never learned artistic words in Spanish so I have to use English XD You're asking about the programs? Do you have a tablet? I've been using ArtRage, which is I suppose adequate but it's definitely missing a lot of tools I like. I've heard Sai is a little better. And I've heard everyone advise against using Photoshop for drawing but I've done it a couple times.
But actually the artwork on the right was mostly hand-drawn with markers and ink. No programs there
