That makes sense considering how "low Budget" it was. They recycled a character design from the Jungle Book as well as Key animations from three other films to make the dance scene for the song "Phoney King of England."
It was probably cause they hired a lot of cowboy movie/show actors for most of the parts to get younger audiences interested.
