look for hidden chain hanging nearby? or magick or the arrows. or if your outside..use the storm call shout to summon a wicked thunderstorm and fry them. and failing that if you got the ethereal shout you could become a ghost like in the double dragon movie and just walk through the bars and then whoop their butts.
i mean i get the joke your making and it really made me lol but there are ways of dealing with stupid enemies like that.

yes it's a shout that prevents you from taking any harm at all for a short period of time. but you cant harm anything either. it's useful for getting through closed gates like that one or possibly surviving an otherwise fatal fall or mebbe as a quick escape from death in general while you heal yourself.
and storm call has the longest recharge time but it literally rapes everyone around you with a heavy lightning storm that last a few minutes striking randomly. 300 second recharge for lvl 1 shout. 600 for a lvl 3 shout.
and as form e i got 2 chars. rainah my kitty battlemage lvl 27 and drayko my dark elf lvl 39 assassin. thing is with my elf i didnt do ANY of the main quest (aside from escaping helgen at the start) until lvl 38. i had 6 shouts ready to unlock but not a single dragon spawn random or otherwise until just now. played through half the companions quest line and became a werewolf. and played through all but the final theives guild mission (fuck nocturnal..i'm keeping my skeleton key dammit. finishing the final thief quest involves returning it to its resting place never to be accessed again. it never breaks. it opens any lock even ones that say they require a specific key to open. to good to give up just for a chance to be guildmaster)

No really, I did, my level 35 Khajiit mage didnt have time to put up his armor spell, I flailed backwards as some SUPER ARCHER with laser targeting and plutonium tipped arrow heads shot me, was laughing too hard during the death cam when I see an ARROW IN MY KNEE to take a picture of it....I think I lost Skyrim indefinitely. :<
