Never had a problem with any scaled critters.
It was the Uber-bosses that didn't scale that always ate my lunch - a lv13 Nord has no business trying to fight a Draugr Death Overlord with an Ebony Battleaxe.
My first encounter with a giant ended with me getting launched so high I was back at the load screen before what was left of my broken corpse hit the ground.
And don't even get me started on the DragonPriests.

Skipped going straight to visit the Greybeards. Returned around level 30, and almost got the shmidt beaten outta' me. All the NPCs warning about wolves can suck it, the liars; ran into nothing but nasty, and it wasn't any canine.
And those (usually) human bandits with nothing but hide armour and basic equipment can almost always beat me in a straight up fight despite my epic equipment and solid skills.
They're always somewhat better; doesn't seem too limited to me. Maybe that's just the 306 version?

By limited I mean dungeons have a level range and will not scale indefinitely. If you wander around on your own you can find dungeons with a minimum level much higher than your own (when lower level) and get plowed over. On the same token when you are higher level you can find some dungeons with a low maximum level, and you'll steamroll them. Radiant quests will try to direct you to level appropriate dungeons, if I understand it correctly. The "overworld" is a different story as you note it. I meant that in a good way actually, since in Oblivion the hitpoints of your foes would increase indefinitely regardless of whether or not your offensive capability hit its maximum. It's more restrained in Skyrim, though obviously some do not like it at all.
That's not my point at all. Yeah, sure fus-RODAHing sends 'em skyward, but what I'm talking about is that with high skill proficiency AND FAR SUPERIOR equipment, and I still can have my ass handed to me easily by generic mooks with shoddy 1st-level equipment in a stand-up "even" fight. Why? Because they're always better than the player character. Which defeats the whole point of leveling up in the first place.
Yay Skyrim!
I still haven't chosen a side for my character. The Stormcloaks seem pretty awful but the Empire allows and uses torture by orders of the Thalmor. Of course, they write it so doing nothing means the war continues which the Thalmor want. It's a no win situation from my perspective. The Empire clearly is race neutral though in policy, which is more than can be said compared to so much of Skyrim being openly dominated by racists.

To unlock the true powers of the Deadric Toilet, you need to kill an arch-plumber at the behest of the Deadric Lord of Bodily Functions.
I really wish Skyrim had a "Fuck You All" option like Fallout: New Vegas did.

It was a bit of a tough call for me to decide whether to back the Stormcloaks or the Empire.
The Empire didn't help their case by trying to execute me right off the bat (thanks, Alduin!), but at least Hadvar offered to return my body to Elsewyr.
I finally went with the Stormcloaks despite their racism because I felt the Empire betrayed them (and itself) by signing the White-Gold Concordat.
Plus Jarl Ulfric makes a damned good speech.
As with so many things in the Elder Scrolls games, your mileage may vary.
