From the Gospel according to Luke:

Long ago, the empoleon named Caesar decreed that there would be a census of all those in the Hoenn Region. Because of this, Joltik and his wife Mareep ventured back to Hoenn to be counted. On the way, Mareep laid an egg. This was astonishing to the both of them because Mareep was still a virgin. When the egg hatched, they were surprised once again to find out that their child was a buizel. This didn’t make sense because not only was the child neither species of his parents, but he was a water type, both of his parents being electric. Just then, a clefairy came to Mareep and Joltik and explained to them that the child was sent by Arceus himself, and they were to call the child Buisus. Buisus was to be a very special Pokémon, having been born with the moves Psychic, Recover, Foresight and Follow Me. Unfortunately, the family was not able to find anywhere to stay. All the Pokémon Centers were full because of the census. As a result, they were forced to stay at a local Moo Moo farm, in a barn with the ponytas and miltanks.

At the time of Buisus’ birth, 3 wise mankeys of Johto noticed a star shining in the sky like no other. This was a jirachi watching over the family while they slept in the barn. The mankeys went to Heracross, the king of Johto, and told him of the odd sight in the sky. Heracross told the mankeys to go visit the child and tell him of their findings. The mankeys followed the jirachi in the sky to find him lying in a manger. The three of them each gave Buisus a gift: Poké Dollars, Full Incense and Murr. Buisus was delighted with these gifts, and it is because of the third gift that followers of Buisus murr when they are content.
