Here's a sketch that I got of my Great Frigate bird character, Leslie. Just like his real life counterpart, he has the ability to inflate his chest, although at times it can lead to embarrassing situations.
This is somewhat of a pic into Leslie's future. By that, I mean that this is sorta the path I'd like for him to take in terms of character development and being part of something greater, in this case the Emergency Response Team: an organisation dedicated to rescuing those in grave danger using their unique talents and abilities.
Right now, he's just a high school student dealing with life and coping with his "unique" ability but somewhere down the road, I had seen him using his talent in this sorta situation.
Here's Leslie, the only macro standing between an evacuated town and an oncoming tornado. It's pretty straight forward really, Leslie's using his massive lung capacity to inhale said tornado before it reaches the town and destroys it.
In the foreground is
padfootsm, carrying an injured local to safety.

Any idea how he figured out this ability yet?
You mean in terms of how he can puff up his chest? Well, he's a Frigate bird so naturally he always knew he could inflate/puff up his chest. What his problem is, is that he is still learning how to control his ability.
I was thinking he tried to test his limits on a few dares. How long he could hold his breath, how much he could inhale, etc.
That's a good idea. I could picture him doing that on his own and not say for a dare or being pressured to do it. It would be his own way of exploring the limits of his abilities.
Oh, and why is he a macro in this picture?
For a long time now I've been debating the idea of making Leslie macro and somehow the idea seemed to be a good one. I mean, given the fact that he can inflate his chest, I found it plausible that he could inflate his body to macro proportions.

If he could inflate his body, wouldn't the tornado blow him away before he got close, and with greater ease than before?
"Don't worry, I'll...I'll...I'll get closer somehow."
Joking aside, maybe it could be a genetic quality he was unaware of? Or maybe an external means of growth? Or maybe there are two populations in the same world, with one being macro and one micro?

Alright then.
It might help to think of the setting he's in. Are they technologically advanced compared to the real world? If so, by how much?
Also, try to think of how Leslie would likely come across some of these things. Earlier I was asking how he discovered he could inhale tornados. Perhaps he had tried to have a contest with a vacuum?
Maybe he got on the rescue squad when trying to help people caught in a fire or in an area with poison gas? He could either blow it away, or hold his breath while rescuing people. It would likely have been a spontaneous thing, both the event and his involvement in it.
The rescue squad could figure out a way to make him macro.

I suppose they could be technologically advanced. I kinda mirrored this to the TV series "Thunderbirds 2086" whereby the International Rescue Organisation would use different purpose and specialty vehicles to save folks who were in danger.
I figured the Emergency Response Team would be the same, a group of anthros with special talents and abilities dedicated to providing help wherever they could.

Well, I don't have an explanation so much as a picture to show just how he found out --> http://www.furaffinity.net/view/6614964/ I hope that helps.

All that sounds really good and I have no doubt that could happen. But now that you mention it, it has got me thinking about a storyline. Kinda like a "Captain America" scenario where Leslie tries to enroll in some kind of protective services but he is turned down because of his ability and then somehow, he gets an offer to join the Emergency Response Team. That's the basic idea that I have. And yeah, I could see the Emergency Response Team making him macro or maybe teaching him HOW to grow to macro-proportions.

To elaborate on my second point, I meant how would he figure out a particular usage.? Sucking up tornados is something most would not think of. Even if they had the capability, they may not think to use it.
Now, would Leslie be the type to try out for something like that? Steve Rogers wanted to help fight the Nazis, so what would Leslie's motivation be? To me, he doesn't seem to be the type to try out without good reason, but then again, I don't know him that well.
One idea would be to have him rescue somebody like I had described earlier, and that inspires him to try out for the protective services. They may want to take him, but he's too specialized for what they need. That's where the Emergency Response Team comes in.
I remembered you mentioning not knowing where to start or what idea to go with. I have a bit of advice for that. If you know what you want for him in the future, start from there and work backwards.
For example, you want him on the EMT, right? Now think of how he joins their ranks. If they want him for his abilities, how do they know he can inflate to such a degree? How do they learn about Leslie? And how do they know he's able to handle the situations? He may have special skills, but he needs to be mentally prepared or he'll be a liability.
How does Leslie feel about the offer? Why would he take it? Why would he even consider taking it?
Think how Leslie thinks and think about what IS in his future, and try to meet in the middle.
