March 2011- A massive tsunami damages the infrastructure of the Fukushima-Daiichi power plant, causing the largest nuclear disaster since Chernobyl in 1986. The area is immediately quarantined, and all settlements nearby are evacuated. Radioactive material is documented to have washed ashore in North America, particularly the greater Vancouver-Seattle area, a short while later.
July 2012- Japanese eyewitnesses report "anomalies" in the atmosphere above Tokyo, describing what appear to be floating clouds of electrical discharge leaving office buildings. These sources cannot be verified.
August 2012- American and Canadian authorities launch a formal investigation as to the source of these strange electrical discharges, now seen freely floating above city skylines along the west coast.
November 2012- North Korea, under newly-appointed leader Kim Jong-un, orchestrates its first nuclear test since 2009. United Nations representatives voice their concern for North Korea's nuclear programme. Sightings of anomalous clouds of energy increase over the Sea of Japan, witnessed by Russian sailors and Japanese fishermen.
December 2013- Limited nuclear exchange between Pakistan and India. Mumbai and Islamabad are summarily destroyed. War between the two countries is averted by a joint NATO effort to occupy Pakistan, seizing control of its nuclear programme. Sightings of electrical anomalies are now commonplace around the world, scientists begin to theorize that they are correlated with an increase in nuclear activity. Fearing the potentially destructive nature of these clouds, the UN heavily condemns the posession and use of weapons of mass destruction.
February 2014- Fukushima is now quiet, the area around it fully resettled. Sightings of electrical anomalies (of which the locals dubbed "aoi kumo", or blue cloud) are accepted as everyday occurrances. Urban legends arise in these communities of strange new flora and fauna in the surrounding forests and mountains.
April 2014- Concluding their 2-year study of these electrical anomalies, authorities from both countries present their odd findings: the anomalies do not appear to behave under the laws of known physics. Sightings are now worldwide.
September 2015- 16 people vanish from Shinjuku without a trace. They are never seen again. Authorities refuse to comment on the strange incident. Reports of unknown fauna are now commonplace across Japan. Increased unrest causes the island nation to deploy its national defense force to aid authorities in keeping order, especially in the increasingly violent northern territory.
January 2016- Multi-national corporation Solaris Corp. opens its first offices in Tokyo. Renowned physicist Dr. Mikhail Faris is hired to fill the positions as head of Solaris' research and development division. Owned by multi-billionaire Samuel Bennett, Solaris Technological Solutions (STS) is noted as a developer of consumer electronics, pharmaceutical products and military hardware and software.
December 23, 2016- Dr. Faris' second child, Michael, goes missing. STS' security force is dispatched to locate him.
December 24, 2016- Alexander Faris, long estranged from his father and lineage, is discharged from the armed forces and returns to his home in Surrey. Shortly after his return, a violent storm tears through the region. He has not yet been located. Aoi kumo fly densely over the greater Vancouver area as rescue efforts commence.

sounds like a great story, even believable! Heck, no one thought getting energy from atom splitting was even possible, then it all changed. If you serach the web there are rare instances of lightning orbs going through the sky horizontally.. I don't know how true that is, but they appear to float through the air as though they were sentient one would think. When I read your narrative about the blue clouds I immediately thought "they're alive!" Or contain consciousness, at least.
here's a good link for Ball Lightning on Wikipedia: http://en.wikipedia.org/wiki/Ball_lightning Check out the instance from 10 July 2011 towards the bottom of the page!
