Supposedly (this is from the Pokedex guide i use as reference) that's a liquid that comes out of their tails that they use to mark their territory. Almost like a paintbrush tip. So as they're tickling Ursaring, they're also coating him in that same liquid. xDDDDDD Complex tickling FTW! xP
