The marine corps camouflaged utilities never used velcro and never had the rank insignia on the chest.
Also, if it were in the pattern of the desert marpat, then you would see little EGAs strewn about on the uniform.
Although I cannot tell from this angle, if the left breast pocket doesn't have an EGA sewn into the pocket, then it's not a marine uniform.
