It's his job to raise a magical girl into a witch. The more powerful the magical girl is, the more energy he will get when the girl turn into a witch.
That why he farm the normal girl into a magical girl.
It's a perfect plan, I think. When the magical girl turn into a witch. He get an energy for his race. Then he get a new magical girl. Raise her to more powerful then the preview one. Let her fight and kill the witch (the preview magical girl). Wait for her to turn into a witch and collect an energy. Then get a new magical girl. Loop again and again.
