You always do such amazing coloring! Which PS tool and brushes do you use most on something like this? Custom brushes or just the soft or hard round ones?

I use a custom brush made by dreamspirit on DA! I'm happy to share the brush, I got her permission to email the file to people if they want to use it too. =)
