SO, this guy... long history with this fellow which I won;t go into here

submitting this because I figure that if anyone can give me tips with this picture, it's the folk here.

which reminds me, this pic isn't actually finished, but mostly I'm looking for help with form and quality. For whatever reason it has come out quite blocky, then again that may just be Gimp at work.
I dunno, thus the request for help
