VII was mediocre at best, imo. I don't get what's so appealing about it.
I think VI was the best of the series, followed by IX.

I dont see what you mean.

To be an rpg it has to include a leveling system, battles separated from main gameplay (except in certain situations, such as FFXII), equipment, etc.

and Okami has all that. Why isnt it an RPG?

You level up Via praise gaining bonuses such as extra ink pots and health, battles are separate from main gameplay through use of a few battles you have td and other occuring through touching scattered "Deamon scrolls", walling off the surrounding area and putting you in what amounts to a little stadium ring. Boss battles are the exception, having you in a larger arena type field of battle. you have equippable weapons, and sub weapons that you can power up through use of "gold dust". The only difference I can see is that the game is somewhat freer, and the fights are actual button mashers and use skill instead of turn based luck.
