Gary the Goof, sans glasses, and with his prominent teeth even more prominent! Very much a Disney Goofyesque makeup, utilizing 
Northfur's toon prosthetic nose, which is only one part of a multi-part prosthetic they make. I recycled this from an earlier Tony the Toon character presented here not too long ago.
He needs work design wise. I want to do the nose again in a smaller and more flexible fashion, and make some real ears instead of black socks over a pair of earmuffs. That was more a time crunch than a deliberate choice, the impression is there at least.

I watched some HR Pufnstuff on DVD early last year, so I know what makeup style you are referring to. It was a last minute thing I tried out with Gary just to see how it would turn out, and although it didn't turn out terribly I may go for a different look next time. Gary with glasses on would not need this, but it would give his dirtbag brother Larry the Loafer some added seediness.
