
Acid Rain - School Work
OMG what is this? not drawings? not porn?
Anyway, this is something I had to do for a digital imaging class. Photo was taken in seattle and edited via photoshop in 5 seconds :P

If you cut out top and bottom you'll focus your picture more on the drops and make the composition more impactful. The top of the building and the trees at the bottom are usesless.
If you are making an acid rain theme, the chimneys and urban setting are what matter. Furthermore you build up antagonistic line movements that give much more presence to your photo.
The main subject will clearly become the water, and the backdrop will be solid keeping the eye interested.

Just a suggestion (I'm not a photograph professional either): you could have tried duplicating the layer first, converting the first layer to black and white, then degradating it, and then setting its transparency to ~75%, thus adding a bit of colour to the image from the original image at the bottom of the layer stack.
