They do, there's many species of the such. You might be thinking of Berton's Legless lizard which doesn't have any appendages that function as legs.

some types of skinks only have front legs or back legs or even no legs at all, but most skinks... weather they be dry or wet skinned skinks, look a lot like that little guy... we even have a golden backed skink up here in the tri-states that looks just like him in fact... but you can only find an eastern american golden backed skink, some place that is really wet, and dark, like under stuff in a pond or forest stream... I remember finding them all the time near my dad's well back when I was a kid.
