While I do like the commission, I do have a ritique based on what you said. I work in the Soft-Lines section (Apparel) of a department store, so maybe this will help.
Generally speaking, any pants that are tucked in will be considered at least casual wear, if not more formal or for the office. Khaki's and light colored pants tend to exhibit the feature a lot. Pleated pants are also more dressy than casual, and often seen in the office.
Cargo pants, on the other hand, are more laid-back and have a more rugged feel. However, they are never pleated, and shirts are seldom tucked into them. My suggestion?
Remove the pleats on the pants and replace them with large side pockets. Then they will actually look like Cargo Pants. :) Given the pose, you might only be able to see the edges of the pockets, but the pleats are misleading. He looks more like he's a rebellious office worker than a laid-back hands-on type of guy. (I can easily visualize the black, square-framed glasses to complete the look.)
Otherwise, I still think the picture is extremely well done and the quality is very good. :)
