This wasn't an overlaid texture, but rather the completed image quickly run through the "Oil Painting" parameters in Fotosketcher (free program for Windows). I took that resulting image and copied it on new layers to each major color section/layer of the image, turning the visibility up or down depending on how dark the layer was. For the dark shirt/pants the opacity is greatly lowered so that the impasto effect isn't overpowering, but it's almost at full opacity on the skin, shadow, and magic breath. It's really not much different than if I had found an impasto texture and used that, but I didn't have one of those and that would require a lot of levels/color tweaking that is a lot less predictable, so this worked for me for this particular image.
