Gimp is like photoshop, not as good, but a good free alternative.
I prefer Paint tool sai, It's 68.35, but worth it. Definitely (If you get it), try to learn line art mode. You can draw lines, then move them. It's super handy.

But, if you don't mind a little bit of hassle, Gimp works pretty well, plus it has some nice filters.
