This is a photo of mud and concrete. This woman (seen facing righ and head only) Looks a little worried. She must of heard or seen something that made her take her head phones off and put em around her neck. You can see all her long white hair.
OR! My mate says it looks like a cat girl wearing a bell. Same face looking to the right. Heh thats cute!

Well I see it, byt I rather see an anthro. The hair looks like some cloth with hood and a hat under it. Funny how same thing may be seen in may different ways.

I can see that as well. Like the hood is being rippled by wind or its really thin and it just relaxes naturally against the hair.
