Well, it depends on the setting. If it's Harry Potter, then it's a genuine gender thing: witch is simply a word for female mage, wizard is simply the one for a male mage. If it's the Discworld, then it's a difference in magic, but also a cultural one: men can be witches, and women can be wizards, but culture is still stuck in the old style. And if it's The Dresden Files, then witches and wizards are different types of magic, and gender doesn't factor into it at all: men and women can be witches and wizards, it's just an issue of how much power you have available to throw around. And I've long since grown past the thought of women=witches and men=wizards.
