Incorrect. A shot from a 9mm leaves most people in a state of "Ow. I just got shot, call the po pos." as seen in pretty much every Cops episode.
If you looked closer to my comment you would notice the term "stopping power" which is used to determine the actual force a round has when it hits the target.
The military and any cop with authority makes use of higher caliber weapons that actually put a target on the floor with force.
Only security guards and mall cops use 9mm pistols.
