Wouldn't be DOF if it was just on the edges, DOF's the space between two imaginary planes projected from the lens of a camera determined by it's f-stop. What you're describing is a soft focus, it draws your attention to the subject and stops your eyes from wandering around areas you don't want your audience focussing on.
