Sure its kinda long winded though

First i selected an blank area on a layer that had absolutly nothing on it, and i feathered that selection box. That gives it the soft edges.

Then I used the gradient tool and had it go from one color to invisable, and made the gradient go from the bottum of the selected area to the top of it.

I then deselected the area and used the smuge tool to go from the strong blue part to the invisable part wiggling the mouse a little to make the tentacal things.

Then i duplicated the layer i was working on. I set the Duplicated Layer to screen and put the filter "Gaussian Blur"

That should be about it. Its kinda vauge so if you need any help feel free to ask
