I'd say a little bit of both myself.
Serpent, because naturally, thats how they grow up to be in their evolutionary chain, forming into a snake-like representation of a Dragon. And a dragon, because the final step in it's evolution is a Dragonite, being that of a dragon entirely.
I'd say it can be depicted as both, since there are serpent dragons.

Nothing like a good comic that involves willing vore and some slight amount of affection. I still marvel at how you make this odd little... interest... seem so sweet. I hope you continue to make wonderful work.
Art related comment: That reverse maw-shot from inside the dragonair, where we the readers are shown the teeth, is actually really good in my opinion. I also think it's a first, though I've read so many of your comics I get a little blurred.
