Well this is a bust that I was working on before I got distracted by other things. I fear he may be doomed to be forever unpainted at this rate lol. And you have no idea how much I hated making scales by the time I was done with his head XP

The scales on the head are well done , and very worth your effort, even if you did get annoyed with them in the end ^-^
I think the eye could be tilted downward on the left side just slightly, it looks ever so lightly out of place, ether that or make it a bit smaller, though that depends on how you prefer dragons to look, as I see them with quite small eyes due to them being reptillian. You could also do with adding it before the scales, as it sort of looks as if it's simply sat on top of them.
The inner mouth is well done, and the patience you must of had to hand craft every single tooth blows me away.
With the dragon's lips, you could add some slightly larger scales, just to show where the mouth begins a little more clearly.
The armour plating on it's underbelly / throat could overlap slightly more, as on a dragon it would be quite a few weak spots where the plates do not meet.
I like how you've made smaller scaled on the back of the neck where the spikes emerge, however you could have continues the pattern on the rest of the neck's scales rather then 'drawing' them on (though I may be wrong on that, as I do not have a first person view of the sculpture and there may actually be scales done similar to the others)
Finally, the anatomy. While dragons are a fantasy creature, some basic anatomy applies to them also for them to be realistic. For how small the neck becomes, it would not support a moving head of such size. Making the neck bigger or the head smaller would fix this. And as I said before, the eye could be smaller as it would again be counted as a weak spot, though that bit is a matter of opinion to the maker ,some prefer them looking more toony and cute.

But I'm sorry to say, most of the points you listed, well if I did make the changes it would be destroying almost every key element of the Mytrr breed of dragon, which he is based on as per my friends request. But I'm very happy that he comes across as weak and fragile since those are two of the main key parts of the overall design for a Mytrr's body- excluding the teeth (and I am quoting Ricky on this lol). As for the "drawn" on, as you put it, they are carved in and do have some depth, that the pictures sadly don't show, but you're right it could have been done differently, I'm just not sure how yet :/ doing layers like the smaller scales, even when they are paper thin, give it to much of a full look for a Mytrr. The carved out ones are correct from what I know but I must say they are rather lack luster to look at compared to the rest of him, aren't they?

Like I said, it depends on one's own ideas of a dragon. Some see them like this http://browse.deviantart.com/?qh=&a.....ragon#/d48qb3y , and others see them like this http://browse.deviantart.com/?qh=&a.....ragon#/d4onr2q . There's no true form of a dragon as they're fantasy :}
As for the side of the neck's scales, I think maybe they could be slightly curved to match the rest of the dragon's design, and maybe ass a small dot of clay in the mddle and smudge it into the rest of the scale to add a bit of a bump to each scale, it would make them stand out a little more ~
