The guy looks younger than he is supposed to, but...
He is a bakeneko, though he is a bobtail. The japanese bred the bobtail to try and avoid their cats turning into Bakeneko, and by extension, Nekomata, but cats that are of a great size or over ten years of age were often believed to gain magical powers.
Most Bakeneko were known as malicious spirits that consume humans in their sleep, then assume their form and take on their daily lives. Their abilities included shapeshifting, flying, talking, creating or summoning spirit flames, and all sorts of other things.
Some Bakeneko are known to be extremely loyal and protective of their masters, should they show them great kindness.
I can't imagine this one is all too friendly, considering he has no owner(though showing him great respect or otherwise gaining his respect would probably gain you confidence), and he's scarred up and is missing a limb(his right arm in human form).
Anyway, practicing drawing feral cats. I guess?
