Essentially one of his characters Kei cosplaying as the doctor from the popular (and long running) British sci fi series 'Doctor Who'.
The outfit she is wearing is based off of the 4th incarnation of the doctor.
I was blanking a bit on the background but settled on a shot of the River Thames since most of the doctor's adventures leads him to London quite a few times.
