Yes and no. City-states are kind of annoying to get on your side unless you get lucky with the random sidequests they sometimes offer. Otherwise you have to gift them a crapton of gold to get allied with you (so doing so is rather difficult early on) and if you don't gift them periodically they lose interest and break the alliance. They can be useful depending on what bonuses they give and which goal you are working towards, but if you get into wars or conflicts like that they pretty much don't do anything worthwhile (despite automatically declaring war on anyone at war with you).

I know some mods will set all the city states as well as civilizations in geographically accurate starting locations.
