In this picture, Jade is trying to feed on some emotion (that, or just having fun), so she tries to seduce a random person to get them to come closer. But, once she gets them near, she is probably going to "attack" with her trusty axe. Probably to scare them to get more emotion out of the person. Don't worry, the axe is dull and isn't a HUGE danger... much...
