Nope, he's not. Vampirism in my fiction works like this- the vampire needs to drink your blood first and then you need to drink their blood within a short amount of time to be turned (the lab worker will not be turned, but his ankle will be sore). Also, vampirism cancels out any previous illnesses due to an accelerated healing factor- not that Vinnie had any since he was always in the control group of the experiments.
Just being bitten doesn't make sense for vampires for the reasons you said and because in my fiction at least the vampires rarely completely drain their victims. They get a quick drink from each person leaving them a bit dizzy but fully alive (unless they are jerks... the villains of other parts of the story are quite jerkish indeed).
