It's one of those weird grammar rules. "Whose" is possessive, as in "Whose pants are these?" "Who's" is the contraction of Who is, as in "Who's the owner of these pants?"

Ayup. Apostrophes are pretty much always used for contractions. Just stop and think, is the word you're using two words, such as "you are" or "can not", put together, or is your word choice a word that can't be broken into two? #selfdemonstratingarticle

Though it kind of works in this specific case. "Whose first" could mean "which one of us gets (all of) these first?" rather than "Who's first" meaning "who gets to pick first?"
