It's a Veshica, russian-like metsu (spirits) from our world, Nowhere.
In Nowhere, many people believe that Veshicas are witches, that became werewolves for some reason (or just a girls with strange anima), but in fact it's a very powerful kind of metsu, that can "show" themselves to living creatures.
Veshicas often steal human children to eat them. Sometimes they spend lots of time playing with their new toy, take care about it, even feed the baby. In such a case, sometimes they become very attached to this childs (it can be human baby or ruan baby, it doesn’t matter) and leave it to thamself, bringin up like a foster mother.
