That's what's known in the trade as a coloring error. A simple mistake when coloring the thousands of cells they color for a typical cartoon.

As for the shading in the background and not the characters...you can't shade the character by hand identically enough regards to depth and position to have it repeatable from frame to frame. So parts that move, ie, characters, have no shading. Backgrounds, that don't move, can be and often are shaded.

The first effectively "shaded" characters, or in this case, fading from one color to another, for hand drawn animation was used in "The Lion King." But it was a cheat. Though the characters were hand drawn, the coloring and shading was done by computer so it would remain consistent from frame to frame.
