The style of dress seems to be of an earlier decade (possibly 80's), but suits her well.
The bright green nails and lips are often a rare choice, which says quite a bit about her.
Also, this is one of the few pictures where the background is cartoonist than the person (it's brighter than her dress!)))

I meant t say cartoonier, but autocorrect changed it.
I think you got the cartoony aspect of the bg down well. It's mainly because of the bright colors and how her dress is a darker "bright". Contrasts are important sometimes.
