option 1: permanent hair die thats very accurately placed. You would also have to go in every month or so to have the tattoo re died so it would stay.

option 2; some sort of lazer that burns a pigment into a single hair follicle so that any hair that grows back will also be the designated color. Again you may have to go in every couple of years to have it redone in case the pigment burn begins to dissipate.

option 3: shave the desired area, apply a hair killer, and tattoo normally.
