let's see... i'd say the pennies represent the economy and since there pennies it depicts the state the economy is in (like the fact that pennies aren't made of copper anymore and the value of the US dollar is at an all time low), the cat on the boat represents the 99% while penny on the lifeboat represents the 1% and the fact that the cat is saving the penny represents how the rest of America is bailing out corporations even though it's not benefiting the common man in any way

now the penny on the bottom is inside something resembling a burial urn, implying that the method seen above will lead to the demise of the economy were America is doomed to only have "a penny to it's name" and the fact that the penny above had to be rescued at sea specifically tell us that we will lose economic power to overseas markets should this trend continue
