Did you happen to get the dragon's peak pack? that's what he's in. but when you fight him it's only for the 3ds version sadly.

No, and that really stinks. D: So the packs give you more levels? Hmm, now that makes me think of doing that since I really need to play it more. I need to level up my Cynder, Zook, and Lightning Bolt.

Yeah. there are only 4 level packs in all with a skylander in em along with 2 to 3 items.
Dragons Peak, Empire of Ice, Darklight Crypt, and Pirate Seas

Never played Skylanders, but this would make it so worth it.
