An animal keeper who worked with small clawed otter told me, that they only dare to feed the otter wearing rubber boots cause they like to bite into their feet. So, the small ones really seem to be "mouthy" as you say
Fortunately the otter I have contact with are mostly gentle, curious but always a little shy. However if you feed them, you have to take care of your fingers, they can be rather greedy.
