Beacuse the 2003 series is more based on the original comic books. And since Bebop and Rocksteady never appeared in the original comics, so they weren't included in the 2003 series. Well until TMNT Forever which had the three series (Comics, 1987, and 2003) come together. But I felt that they didn't do the 1987 Turtles justice for them...
OMG OMG YEEEEES PLS.
I remember having the hots (well, I didn't admit it at the time) for Rocksteady as a kid when TMNT was first on. Then I revisited the show later and he wasn't as sexy as I recalled. I guess I'd gotten used to other non-TV representations (I think he's studlier in the comic).
But this version's about perfect. Badass, chiseled, buff, camo'ed, and still with the exposed tummy :-D :-D :-D

Wow...indeed, THIS is the Rocksteady that should have been! Much more menacing than the one I remember from the cartoon I grew up with.
And y'know....looking at this...goggles, check...black tank-top, check...camo pants and boots, check....change the fingerless gloves to black leather guantlets, and add necklace or two and this is exactly how I dress IRL. I think this is where I subconsciously took my fashion sense from, it seems (including the belly peeking out from an ill-fitting shirt, for better or worse). Just never occurred to me...lol.
