Perhaps in the final pokemon episode he'll evolve Pikachu.

Gwaaahhh, so cuuute! Nice Raichu fangs, too.

I was disappointed, too, but yeah, Pika is too valuable to them as he is. What frustrates me more is that even in DP, it was becoming apparent that he had reached the limit of his skill as a Pikachu. There would have been no shame in him evolving to Raichu, he deserved it. Oh well, nothing can be done now.
