The Conductor
My FAVORITE villian.
I made him up...but still.
Being killed at the same time as the Judge, he blames him for his predicament.
Basically, while he was being rebuilt, he was captured and taken to the "evil facility" and remade with...not as advanced parts, but he's much more powerful than the Judge, having woken up many years before him.
If you haven't guessed by now, he has powers of electricity.
What better to have an orchestra conductor CONDUCT ELECTRICITY?
But, I can't really show his full potential on paper...the way he fights is with music and sound. You'd have to be able to hear him.
Oh yeah...I got some reference from google...so yeah...the guy was cool...and I was like, that's him.
