The clothing and such reminds me of this character from the older fighting game series Bloody Roar. Bakuryu the Mole. The clothing style, the colors of it, and even the scarf are all pretty good matches for him. Just look him up on Google image search, and you will see what I mean. Least if ye dont already know who Im talking about.
