what a beautiful civic. what kind of rims are those? how did you get them to glow?

been trying to restore my little 99 civic, but some parts of it are jut hard to come by

Thanks! They are diamond racing widened steelies that i took to my powder coater. Its a white base coat with what he calls kryptonite top coat for the glow.
