sad to say but the water effect of bubbles appear to be rushed circles as can see in the middle there is some that arent fully connected
and in regards to the anthro
i think the hind(back) legs or just legs them selves ( i dont know how to categorize em in here) seem perfectly adjusted to the character in size
like what u did with the hair. you didnt make it flat like some people mistakenly do when in water
arm length seems good
the body appear to be quite skinny. that is debatable on what the creator of the character wanted
and in regards to the tail. my god its big
but in rest of the design such as eyes they seem good
the otter is kawaii cute
angle is good
facial expression and mannerisms i give a sold 10
and in regards to the creator i like the chest symbol :D

the body is done well, here I am fully with love2d1whatever up there. :)
I'd have given her more back of the head. the skull's cranium seems a bit short. also, the muzzle front seems to be a bit misaligned, which is a problem I have to fight with as well. :)
you might want to browse picdump sites for interesting reference material, though they never show what you need for your current project... usually it's the other way around. :)
