There are cheaper printer, but I think even the cheapest is still like around $800, and the print quality of that model is probably not that good. These where printed using a HiTi CS-320 Card printer, retails for $1449.00 New.

$4 dollars for the first then $3.50 for Each after. That price includes shipping in the US. All I would need is a photo to print on each card and the text you would want printed on them, you are free to completely design what ever you want and I can print that to, except I will not print counterfeit ID passes even though this printer is very capable of doing that, lol. the cards are 30Mil thickness (about 1/3 thicker then credit card thickness)
