okay, so this character is kind of my own rango OC villain. I actually drew this guy a while back, just never bothered to post it here, he was originally meant for a project in one my college classes, but I'm done with college now. i soon figured he could fit into the rango universe. I do have a story behind him, just never have the chance to write it.
