Oooold character of varied/unspecific gender and design

The Vermillon Avenger lost his legs at some point, probably because of some BAD GUY, and is forever bitter. He fights crime! but he's a bad person, really. He utilizes guns, flying and hard kicks. Real psycho with some twisted sense of justice.

Most of the leg prosthetic can be detached somewhere around the knee. The ankle is rigid, don't know if the toes can bend. If he ever decides to get a civilian, walking life (nope), I'm sure he'll put on different legs without rocket boots and idunno what else they are packing. Gyro stabilizers. They are ridiculously heavy, and he has developed rather thick, muscular thighs as a result.
