Spectrum is prone to grave robbing, overpass graffiti, and public indecency (by pony standards). You could pretty much take your pick for what she is being punished for at any given time.

Here's another question then: How does the RGB 'system' work with complimentary colors then? Would a compliment of red be both green and cyan because it's compliment in RYB is green and it's compliment in RGB is cyan?

To me, it really depends on the mood of the piece and what you're trying to emphasize... but if you're stuck on the direction you'd like to take a piece, I'd suggest doing some quick color studies. :3 You'll know when you hit the perfect colors.
